Objectives
The overall objective of the project is to assist the Judicial Legal Council (JLC) by developing a set of recommendations based on best European and international practice for strengthening its technical capacity in the areas of selection of judges, evaluation of judges’ activity, their jurisdiction, promotion and disciplinary proceedings as well as other issues related to administration of courts and judges in Azerbaijan. This objective will be realized through institutional strengthening and lay the basis for further effective operations of JLC. Under this assignment the consultant shall (i) hold consultations with counterparts and stakeholders; (ii) carry out analysis and needs assessment of the existing activities of Judicial Legal Council; (iii) develop a set of recommendations and an Action Plan/Matrix for institutional strengthening and capacity building of the JLC, based on best European and international practice in the judicial sector.
