Welcome to the fourth issue of the PACE Newsletter!
This newsletter aims to share updates and insights on data protection in the context of civil enforcement, tailored for enforcement agents, judicial officers, and GDPR experts across the European Union and candidate countries. Stay tuned for the latest project activities, including cross-border training events, resources on GDPR procedures, and more.
THE FINAL EVENT OF THE PACE PROJECT WAS SUCESSFULLY COMPLETED ON THE 14th MARCH 2025
The final event of the PACE project was an EU-wide one-day workshop on data protection in civil enforcement addressed to enforcement agents from all EU member states. This concluding seminar was attended by 128 enforcement agents from 20 countries (Belgium, Spain, Estonia, Finland, France, Greece, Hungary, Italy, Latvia, Lithuania, Netherlands, Poland, Portugal, România, Slovakia, Slovenija, Sweden, Germany, Bulgaria and Moldova).

It was the perfect conclusion to the PACE journey: it consolidated the EU-wide network of enforcement agents who are interested in the GDPR and capitalized the exchange of knowledge and practice in that niche area. Videos from the final workshop will be released soon.
THE PACE e-COURSES HAVE BEEN LAUNCHED. TRY THEM OUT!
The three e-courses of the PACE project are finalized and ready to test. They deal with:
- E-course 1: Becoming an effective trainer, key principles for effective design and delivery of training sessions to professionals (Aprox. Duration: 56 min)
- E-course 2: The enforcement agent, data protection, and the right to privacy, basic principles (Aprox. Duration: 74 min)
- E-course 3: Data Protection and Digital Enforcement (Aprox. Duration: 83 min)
The e-courses are now open for piloting. You can access them here.
After completing the three e-courses, please fill in the evaluation form of the training. Completing the evaluation form will unlock your Attendance Certificate.

HOW TO ACCESS THE PACE E-COURSES?
Follow these steps to access the PACE e-courses:
1. Login to the e-cecl educational platform
- Visit the following link: https://cecl.edu.gr/login/index.php
2. Create an account
- Read the Privacy Policy
- Create your account by entering your details (username and password)
3. Account confirmation via email
- A message should have been sent to your email address with instructions for completing your registration. To confirm your new account, go to the link that has been sent to you.
4. Complete registration
- After confirmation, click “Continue” to complete your registration.
5. Select a Course
- From the “Projects” section, select the course you are interested in.
6. Enroll in the Course
- Click “Enroll me” to register for the selected course.
7. Login and Start the Course
- Click the “Login/Sign In” tab to start the course you have selected.
8. Complete the PACE Course
- The PACE course consists of 3 modules and an evaluation form. Completing the modules and filling out the evaluation form is required to receive the Attendance Certificate.

ADDITIONS TO THE PACE TRAINING MATERIALS!
A considerable amount of information was shared at the PACE training seminars. We are updating the PACE training materials to make this knowledge and practice available to you. We are adding to the PACE Manual
–Templates for GDPR related enforcement activities, indicatively:

- Code of Conduct for enforcement agents to protect personal data
- Privacy statement office enforcement agent
- Data breaches
- Procedure for erasure of personal data
- Procedure for correction of personal data

– Promising practices from EU countries on
- – ways to introduce GDPR-compliant practices in your enforcement office

PACE ACHIEVEMENTS IN BRIEF
– Comprehensive assessment of the training needs of enforcement agents on data protection in civil enforcement
The PACE project conducted a Training Needs Assessment to accurately identify the needs of enforcement agents in relation to the GDPR. The TNA included
- online survey with the participation of 644 enforcement agents from 23 EU MS and 3 candidate MS
- In-depth interviews with key informants, i.e., representatives of enforcement Chambers and Authorities from 21 EU Member States and 3 Candidate MS.

– A team of 33 trainers selected and trained on GDPR in civil enforcement
The PACE project selected and trained 33 trainers from 15 EU member states (Belgium, Bulgaria, Cyprus, Czech Republic, Estonia, France, Greece, Hungary, Italy, Latvia, Lithuania, Malta, the Netherlands, Poland and Portugal), 3 candidate states (North Macedonia, Montenegro and Serbia) and Scotland. The PACE trainers were equipped with knowledge, Training of trainers (ToT) skills and materials to conduct trainings for enforcement agents in their jurisdictions. PACE trainers successfully delivered the transnational training seminars organized in the course of the PACE project.
–8 PACE transnational seminars organized on GDPR in civil enforcement
In the context of the PACE project, 7 transnational seminars and 1 EU-wide seminar were organized offering applied GDPR knowledge to enforcement agents from across the EU. A total of 645 enforcement agents from 22 EU countries and 3 candidate countries participated in the seminars (561 from EU member states and 84 from three candidate countries, Georgia, Moldova and Northern Macedonia).
– PACE materials on the GDPR and civil enforcement
The PACE project prepared a comprehensive practical Guide for data protection in civil enforcement offering practical information on key aspects of the GDPR, their relevance and applicability to civil enforcement and the work of enforcement agents. The Practical Guide includes examples, templates and promising practices, so that enforcement agents can make their work GDPR-compliant. Access the Practical Guide here.


-Two Transnational Roundtables – Paris, 23 November 2022 & 28 November 2024
The 1st transnational roundtable was held in Paris on 23 November 2022 and presented the PACE project to its key target group: enforcement agents and national enforcement chambers from across the EU. The event included a presentation of the PACE project, the results of the Training Needs Assessment and an overview of all upcoming PACE activities (train -the-trainers, transantional seminars, e couses, etc).
The 2nd Transnational Roundtable was held in Paris on 28 November 2024 and provided examples of promising practices and measures implemented by European national enforcement authorities, and, beyond, authorities from non-EU MS. The aim was to assist national enforcement authorities and individual enforcement agents to carry out their work in a GDPR-compliant manner.
–Three e-courses
The PACE project designed three e-courses on data protection in civil enforcement. They deal with:
- E-course 1: Becoming an effective trainer, key principles for effective design and delivery of training sessions to professionals (Aprox. Duration: 56 min)
- E-course 2: The enforcement agent, data protection, and the right to privacy, basic principles (Aprox. Duration: 74 min)
- E-course 3: Data Protection and Digital Enforcement (Aprox. Duration: 83 min)
The e-course offer a short but succinct introduction to key principles of civil enforcement, key issues in digital enforcement and key principles of adult learning for trainers. The e-courses are free of charge and accessible to everyone.
