This objective will be realized through institutional strengthening and lay the basis for further effective operations of JLC. Under this assignment the consultant shall (i) hold consultations with counterparts and stakeholders; (ii) carry out analysis and needs assessment of the existing activities of Judicial Legal Council; (iii) develop a set of recommendations and an Action Plan\/Matrix for institutional strengthening and capacity building of the JLC, based on best European and international practice in the judicial
