The project titled "Institutional
support to the countries of South Eastern Europe" is an initiative aiming
at transferring expertise and scientific knowledge to the administrative and
judicial apparatus of the countries of South Eastern Europe (Albania, Bulgaria,
Serbia and Montenegro, Former Yugoslav Republic of Macedonia and Romania) and
ensuring the formation of a network of Institutions, NGOs and experts that will
monitor the implementation of the democratic reforms and the harmonization of
legislation with the democratic and human rights standards of the common European
legal civilization. The project is implemented in three Phases. During Phase
A´, which has already been concluded, five workshops were organised. Phase B´
provided for the organization of four workshops on critical issues related to
the functioning of democratic institutions.
Objective
The project "Institutional Support to the Countries
of South Eastern Europe" responds to a series of common needs of the countries
of South Eastern Europe (Albania, Bulgaria, Serbia and Montenegro, Former Yugoslav
Republic of Macedonia, Romania and Greece), especially to the need for systematic
and specialised training of Public Administration officials and judges on critical
fields related to the functioning of democratic institutions. It also addresses
the need to expand scientific cooperation between counterpart authorities and
scientists in the region. The second Phase of the project was intended to continue
and extend the transfer of scientific expertise to the administrative and judicial
apparatus of these countries on issues such as the European Convention on Human
Rights and Gender equality. It further aimed at strengthening and
deepening the cooperation within the network of NGOs and scientific experts,
formed during the first Phase and entrusted with the assessment of the implementation
of democratic reforms and the harmonisation of legislation with the common European
democratic and human rights standards. Among its objectives was finally to upgrade
and enlarge the programme's data bank, created in the previous stage and containing
legal material, to cover also additional areas.
Duration-Location-Language
The Programme was planned to have an overall duration of 36 months and to be implemented in three phases, each being subject to the approval of Hellenic Aid. The second Phase of the project lasted 12 months (January - December 2003). All project activities were held in Athens, Greece. The Workshops were held in the conference room at the premises of the CECL. The English Language was used for all purposes of the Project.
